An Article V constitutional convention has literally never happened and would require a 2/3 majority or 34 out of 50 state legislatures to sign on to change the constitution. Furthermore, any new constitutional amendments would need to be individually ratified by a 3/4 majority or 38 out of 50 state legislatures.
In other words, it ain't happening in the forseeably polarized politics of the near future.
