Must be:

• at or below 1000ft elevation (i.e. the mountains don't count)

• crystalline snow or graupel (sleet, hail, and freezing rain dont count)

• reported by the national weather service and/or national or local news orgs, credibly

Can be:

• localized to a small region

• non-sticking (e.g. it falls but melts almost immediately on the ground)

• brief, so long as it's noticeable
