In an Ethereum Magicians post today, Vitalik Buterin proposed "a radical idea for the future of the Ethereum execution layer" in which the EVM would be wholly or largely replaced by RISC-V.

Answers resolve YES if, in my judgement, the state of the live Ethereum mainnet on the given date can be accurately described as having made the changes described in this post. At a minimum, it should be possible to deploy RISC-V smart contracts.
