Basically, could an AI make a valid request to become a citizen of a country by Jan 1, 2044?
A hypothetical example that would resolve YES: Mexico passes a law that allows an AI to apply to become a citizen of Mexico.
Resolve YES even if the citizenship has lower privileges than a "human" citizen. I.e. not eligible to vote/participate in elections.
The rule/law/declaration must be enforceable. For example, Mexico passes a law that requires Canada to recognize an AI as a citizen would not count for YES. But if the EU requires constituent countries to recognize AI citizens, then it would resolve YES.
