Backround: For more than 20 years a railway tunnel between Helsinki, Finland, and Tallinn, Estonia, the capitals of the countries, have been dreamed about, under the sea. It would reduce travel time between the Baltic Sea spanning cities to 30 minutes and create an eastern railway connection from the Nordics to central Europe besides the one through Denmark and Sweden.
